Changes the definition of "permanent teacher" from five to ten successive years of employment in the same school district to qualify for tenure.

Replaces seniority-based teacher layoff procedures with performance-based evaluations as the deciding criterion for reduction in force decisions.

Removes previous provisions requiring inverse order of appointment for teacher layoffs and reinstatement priorities.

Requires districts with fund balances exceeding ten percent of current expenditures to pay affected teachers at least $3,000 if placed on leave due to state appropriation reductions after forty days following the governor's signature on education appropriations.

Becomes effective July 1, 2013.
