Expands disability protections in Section 209.150 from "visual, aural or physical" to "visual, aural or other" disabilities, broadening coverage to include mental disabilities in public accommodations and transportation.

Adds "search and rescue" to the list of service dog tasks in Section 209.150, defined as preventing a person with a mental disability (including verbal and nonverbal autism) from becoming lost.

Establishes "service team dog" definition in Section 209.200 as a trained service dog, disabled person or child, and an adult handler trained to manage the service dog.

Permits trainers and service dog team members from recognized training centers to access public premises with service dogs without extra charges while engaged in training.

Makes service dog handlers and trainers liable for any damage caused by the dogs to premises or facilities.
