SB 812 Summary

• Establishes the "Missouri Electronic Prior Authorization Committee" to facilitate, monitor, and report to the general assembly on efforts to develop national electronic prior authorization standards through the National Council on Prescription Drug Programs (NCPDP).

• Requires a Missouri-based pharmacy benefits manager to conduct an electronic prior authorization pilot program in Missouri by January 1, 2014, in consultation with the Department of Insurance, Financial Institutions and Professional Registration and adequate participating physicians and vendors.

• Committee composition includes 15 members: two state senators, two state representatives, one Missouri physician, physicians' organization representative, pharmacy benefit management company representative, pharmacists' organization representative, business representative, pharmaceutical company representative, patient advocate, electronic prescription network representative, health IT company representative, hospital organization representative, health carrier representative, health carriers' organization representative, and the director of the Department of Insurance as chair.

• Governor shall appoint all members except legislative members no later than September 1, 2012, with staff support provided by the Department of Insurance, Financial Institutions and Professional Registration.

• Committee duties include monitoring the pilot program, obtaining updates from NCPDP and other vendors, collaborating on standards development, and preparing annual reports to the general assembly and governor on progress, with a final report upon adoption of national standards identifying necessary Missouri administrative regulations and any required legislative actions.
