Repeals and replaces sections 50.332 and 52.320 of Missouri Revised Statutes relating to county-municipal service contracts.

Permits county officers in first, second, third, and fourth class counties to contract with municipalities to perform the same duties for cities as they perform for the county, subject to county governing body approval.

Allows counties with a charter form of government and between 200,000 and 350,000 inhabitants to enter into similar service contracts with municipalities.

Permits collectors of revenue in applicable counties to contract with cities for collection of municipal taxes, with compensation capped at $3,000 annually from all such contracts that the collector may retain personally.

Specifies that compensation paid by municipalities for services shall be paid directly to the county, county officer, or both as provided in the contract, and officers may retain compensation in addition to all other lawful compensation.
