Petition circulators must be at least 18 years old, registered with the secretary of state, and cannot have been convicted of forgery; unregistered circulators' signatures are not counted.

Circulators must provide detailed information to the secretary of state including name, address, and whether they expect to be paid for soliciting signatures, sworn under penalty of perjury before a notary public.

Persons submitting a sample petition sheet must simultaneously submit at least 1,000 sponsoring signatures from registered Missouri voters; failure to do so results in petition rejection.

Secretary of state must post petition samples on its website within two days and accept public comments for 15 days; timeline for preparing summary statement extended from 10 to 23 days after sponsoring signature certification.

Joint committee on legislative research must hold an informational public hearing in Jefferson City within 30 days of certifying sufficient valid signatures to allow testimony from supporters and opponents of the proposed measure.
