Reduces the maximum fee for temporary permits from $7.50 to $5 per permit when purchased by dealers, authorized agents, or the department of revenue.

Authorizes the department of revenue to produce or allow others to produce weather-resistant, nontearing temporary permits valid for up to 30 days from the date of vehicle purchase.

Permits temporary permits to be purchased from the central office of the department of revenue, authorized agents, or motor vehicle dealers upon proof of purchase and financial responsibility.

Requires motor vehicle dealers to maintain accurate records of each temporary permit issued, including permit number, dealer number, buyer information, vehicle identification details, and issuance/expiration dates.

Mandates that temporary permit information be made immediately available to Missouri law enforcement upon issuance and prohibits state funds from compensating dealers or producers for permit production costs.
