Repeals and replaces sections 320.106, 320.131, and 320.136 of Missouri law relating to fireworks regulations and definitions.

Updates fireworks classification references from outdated Department of Transportation designations (class C and class B) to current 49 CFR Part 172 standards (UNO336 for consumer fireworks, UN0333/UN0334/UNO335 for display fireworks, UN0431/UN0432 for proximate fireworks).

Removes requirement that fireworks definitions reference American Pyrotechnics Association (APA) Standard 87-1 in the definition of "fireworks" in section 320.106, relying instead on federal Department of Transportation hazardous materials regulations.

Maintains restrictions on ground salutes ("cherry bombs," "M-80s," "M-100s") and devices exceeding federal limits for consumer fireworks, with penalties under section 571.020.

Declares the act an emergency measure effective upon passage and approval to align state law with updated federal regulations.
