Repeals and replaces section 260.573, RSMo, to clarify procedures for issuing letters of no further action at contaminated sites that have completed environmental assessments and remedial actions according to approved plans.

Allows the Department of Natural Resources to issue partial closure letters to the Department of Economic Development for sites in the remediation tax credit program, covering specific portions of a site, site improvements, or impacted media such as soil or groundwater.

Creates new section 319.134 to allow cleanup funds to be used for petroleum contamination at sites where ownership transfers involuntarily through tax foreclosure to organizations created under section 92.875, regardless of when storage tanks were in use or when the site was registered with the Department of Natural Resources.
