Exempts unaccredited school districts operating under a special administrative board from paying tuition and providing transportation for students attending accredited schools in other districts for the first two full school years under special administrative board authority.

Removes the exemption if the district fails to demonstrate improvement, defined as gaining at least one additional annual performance report point during the initial two-year period, not losing any points in subsequent years, and gaining at least one additional point within each subsequent two-year period.

Allows pupils residing in unaccredited districts under special administrative board authority to transfer to a school site within their home district offering their grade level that has met or exceeded state performance targets for the previous academic year, if adequate space is available.

Establishes that tuition rates charged to sending districts equal the per pupil cost of maintaining the grade level grouping, calculated as the cost divided by average daily pupil attendance, not to exceed spending on teachers' wages, incidental purposes, debt service, maintenance, and replacements.

Declares the act an emergency measure effective upon passage and approval to clarify enrollment options for students in unaccredited districts prior to the 2012-2013 school year.
