Motor vehicle owners may purchase an additional temporary license plate matching their existing or newly issued plate to display in the vehicle's back window when a bicycle rack or other item obstructs the view of the actual plate.

The fee for the additional temporary plate equals the fee for temporary permits ($7.50), and the third plate may only be used on the vehicle with the matching plate.

The newly produced third plate must be clearly recognizable as a third plate and used only for the specified purpose of providing a visible registration plate when obstruction occurs.

The director of revenue may promulgate rules and regulations for administering this section, including recommended placement of the temporary plate within the vehicle's back window.

Rules created under this authority must comply with Missouri's Administrative Procedure Act (Chapter 536) and become effective only if they meet all provisions of that chapter.
