Repeals and reenacts sections 386.170, 386.180, and 386.510 of Missouri Revised Statutes relating to the Public Service Commission.

Authorizes the Publications Commission to publish PSC findings, orders, and decisions in pamphlet, book, or electronic form (adds electronic form as an option).

Requires the Publications Commission to publish advance sheets containing all designated PSC decisions and to prepare syllabi, headnotes, indexes, and case digests for official reports.

Establishes that official reports and advance sheets shall be made available for sale to the public at prices approximating actual printing costs.

Clarifies that for orders issued after July 1, 2011, the PSC shall forward notices of appeal to the appellate court rather than having them filed separately, and requires notices to include the rehearing application, reconciliation statement, statement of issues, and complete party list.
