Allows counties to apply for regional grouping changes during three months of calendar year 2014 and the last three months of every year thereafter, rather than on fixed dates in 1992 and 1994.

Changes solid waste management district council membership from mandatory ("shall") to voluntary ("may") appointments for city and county officials, and reduces council meeting frequency from twice annually to once annually.

Modifies the solid waste management fund allocation by reducing the percentage available to districts from 51% to 41% of revenues, while establishing a new 10% allocation for cleanup of closed abandoned disposal sites and illegal disposal sites.

Removes the requirement that district executive boards identify illegal dump sites and report them to county prosecutors, and revises plan requirements to specify "improvement in the environment" rather than specific waste reduction targets with timetables.

Changes the Solid Waste Advisory Board composition to include six appointed members (including representatives from solid waste industry, power generation industry, and composting/recovery businesses) plus one chairman from each district, and requires annual reporting to the governor and general assembly starting January 15, 2014.
