Prohibits animal pounds, shelters, humane organizations, and animal control agencies from sterilizing, adopting, euthanizing, or disposing of seized animals until there is a final disposition of any charges against the owner related to the seizure or confiscation.

Requires all seized animals to receive proper care according to state law and regulations, with facilities liable to owners for damages caused by negligent acts or abuse while the animal is in their custody.

If an owner is found guilty or pleads guilty to charges, the court may order the animal forfeited and the owner becomes liable for all placement, care, sterilization, adoption, and euthanasia costs.

If an owner is acquitted or receives a final discharge without a finding or plea of guilt, the owner may demand immediate return of their animals with no liability for placement or care costs incurred during the charges.

Violations constitute a class B misdemeanor for first offense, with each individual animal counted as a separate offense; second or subsequent violations are class A misdemeanors, and licensed entities face potential licensure sanctions.
