Repeals and replaces section 105.456, RSMo, governing conflicts of interest for legislators and statewide elected officials

Prohibits members of the general assembly and statewide elected officials from performing services for the state or its agencies for compensation beyond their official salary, with limited exceptions for adversary proceedings and public documents

Requires property sales, rentals, or leases to the state exceeding $500 per transaction or $1,500 annually to be made through public notice and competitive bidding with the lowest bid accepted

Establishes a two-year cooling-off period after leaving office during which former legislators cannot register as lobbyists, work in the executive branch, or serve on state boards or commissions for compensation beyond expense reimbursement

Creates criminal penalties under Missouri bribery and corruption laws for offering or accepting paid employment in exchange for official votes on public matters
