Establishes a registration system for fire sprinkler contractors administered by the state fire marshal under Chapter 320, RSMo.

Requires applicants to meet one of three qualification options: employ a fire protection engineer with a bachelor's degree, employ a NICET Level IV certified person in automatic sprinkler systems, or employ a NICET Level III certified person in automatic sprinkler systems.

Mandates contractors maintain general liability insurance with minimum coverage of $1 million aggregate per policy year including products and completed operations coverage.

Certificates are valid for two years, renewable biennially, with fees set to cover only the cost of administration and money deposited into a Fire Sprinkler Contractor Registration Fund.

Authorizes the state fire marshal to deny, suspend, or revoke certificates for fraud, misconduct, gross negligence, criminal convictions, dishonesty, or violation of regulations, with affected parties having the right to appeal to the administrative hearing commission.
