Establishes a "Task Force on Government Continuity" consisting of 2 senators, 2 representatives, and directors/designees from the departments of homeland security, attorney general, adjutant general, and agriculture

Charges the task force with studying potential impacts on Missouri from disruptions to federal government authority, including effects of rapid dollar decline, loss of federal power, constitutional crisis, food and energy distribution disruptions, and military coordination

Requires the task force to submit a report with recommendations to the governor and general assembly by December 1, 2012

Task force members serve without compensation but may be reimbursed for travel and necessary expenses through the office of administration

Enacted with emergency clause to take effect immediately upon passage and approval
