Authorizes University of Missouri extension councils to form extension districts as either single-council districts (by majority vote of one council) or consolidated districts (by majority vote of each participating council) for funding extension programming.

Establishes governing bodies for districts: in single-council districts the council serves as the governing body; in consolidated districts, 3-5 representatives appointed by each participating council serve, with two-year terms and quarterly meetings required.

Grants district governing bodies authority to review council budgets, determine necessary tax rates by September 1st annually, oversee tax collection into special funds, approve payments, and coordinate district programs.

Allows district governing bodies to submit property tax levy questions to voters, with maximum tax rate of 30 cents per $100 of assessed valuation; tax requires majority approval in single-council districts or each county in consolidated districts.

Permits county commissions to reduce state funding requirements under section 262.597 by 33% of tax revenues exceeding average three-year funding, and allows counties to withdraw from consolidated districts through court petition and two-thirds voter approval.
