Establishes a $50 expenditure threshold during a twelve-month period (January 1 - December 31) that triggers lobbyist registration requirements for those attempting to influence executive branch officials

Provides exemptions from lobbyist classification for general assembly members, elected state officials, and persons engaged in specified activities including legal proceedings, permit applications, public hearings, and testimony before state agencies
