Changes the fee collection period from twenty years (starting August 28, 1992) to six years (starting August 28, 2012) for the Missouri emergency response commission.

Adds a new provision allowing employers to request the commission distribute their Tier II reports to local emergency planning committees and fire departments for an additional fee of $10 per facility, effective January 1, 2013.

Specifies that moneys acquired through litigation and administrative fees paid under the new distribution provision shall not be applied toward the $10,000 annual fee cap per employer.

Requires local emergency planning committees receiving funds to provide annual reports of expenditures and activities to the commission and to coordinate on chemical emergency planning, training, and preparedness activities.

Maintains existing fee structures including $100 annual fees for most employers, petroleum retail facility fees of up to $50, and $250 fees for pipeline operators, with provisions for additional $20 fees per hazardous substance over three on Tier II forms.
