Increases the assessment cap for Public Service Commission operating expenses from one-fourth of one percent to twenty-three hundredths of one percent of total gross intrastate operating revenues of regulated utilities.

Creates a new "Public Counsel Fund" financed by assessments on public utilities not to exceed four hundredths of one percent, with industry-specific caps for telephone corporations (3%), water corporations (8%), and gas corporations (15%).

Prohibits electrical corporations from charging customers for construction-in-progress costs on facilities before they are operational, with a narrow exception for nuclear early site permit application costs.

Allows electrical corporations to recover up to $45 million in early site permit costs through customer rates over six years, reduced by any external funding received, with interest on unrecovered balances.

Establishes a "Governor's Task Force on Electrical Generation Options" with equal representation from the commission, public counsel, industrial/residential/commercial consumers, investor-owned utilities, rural cooperatives, and municipal utilities to report by September 30, 2012.
