Requires the department of elementary and secondary education, state board of education, and office of educator quality to recognize persons with a degree in social work from an accredited college or university and a credential in school social work from a nationally recognized credentialing organization as certified school social workers beginning with the 2012-2013 school year.

Authorizes the state committee for social work to issue certificates to credentialed school social workers who meet the qualifications specified in the statute.

Grants the state committee for social work authority to promulgate rules and charge fees necessary to implement this certification program.

Makes the rulemaking authority subject to chapter 536 provisions, and declares that any rules proposed or adopted after August 28, 2012 shall be invalid and void if chapter 536 powers are subsequently held unconstitutional.
