Repeals section 311.180, RSMo and enacts two new sections (311.180 and 311.183) relating to beer wholesalers and intoxicating liquor licensing fees

Establishes annual license fees for manufacturing and selling various types of intoxicating liquor, ranging from $50 to $500 depending on alcohol content and distribution type

Prohibits brewers, their officers, directors, employees, and affiliates from having financial interests in beer wholesalers or serving as directors, managers, or agents, with limited exceptions for security interests and temporary ownership transfers

Allows brewers with annual production of 10,000 barrels or less (microbreweries) to own or have an interest in beer wholesalers selling only their products

Permits brewers to operate as wholesalers indefinitely in a designated area if a wholesaler sold 10% or more of the brewer's production in two of the past three years and the franchise agreement was terminated for cause or ownership transferred by more than 50%
