Adds section 128.005 to Missouri law adopting the "Interstate Compact on the Agreement Among the States to Elect the President by National Popular Vote Act"

Requires member states to conduct statewide popular elections for President and Vice President, with chief election officials determining the national popular vote total across all participating states

Directs member state officials to certify and appoint presidential electors associated with the presidential slate that wins the national popular vote, regardless of that state's individual election results

Agreement takes effect when states cumulatively possessing a majority of electoral votes (270 votes) have enacted it in substantially the same form

Allows member states to withdraw from the agreement except during the six months before a President's term ends; agreement terminates if the Electoral College is abolished
