• Repeals and replaces sections 571.020, 571.101, and 571.111 RSMo relating to weapons offenses and concealed carry endorsements.

• Establishes penalties for possessing explosive weapons, gas guns, switchblade knives, and certain federal weapons violations as Class C felonies; possessing switchblade knives, exploding projectiles, or knuckles as Class A misdemeanors.

• Creates a concealed carry endorsement system requiring applicants to be at least 21 years old, U.S. citizens, Missouri residents or military members, pass background checks, and complete firearms safety training of at least 8 hours.

• Sets concealed carry endorsement validity period at 3 years; authorizes county sheriffs to charge up to $100 for initial applications and up to $50 for renewals.

• Requires firearms safety training instructors to maintain course records for 4 years, limit classroom enrollment to 40 students, and ensures applicants can demonstrate safe firearm handling and achieve minimum marksmanship standards.
