Repeal and reenact section 319.318, RSMo, to establish new regulations for persons using explosives in Missouri

Require all persons using explosives to register with the division of fire safety within sixty days after August 28, 2007, or prior to first use, with an initial registration fee of two hundred dollars

Require annual reports by January 31st detailing changes to registration information, distributors used, total pounds purchased and used, with a fee of five hundred dollars plus one dollar and fifteen cents per ton of explosives used

Make it a violation to fail to register or report, knowingly report false information, engage in blasting without a licensed blaster, fail to monitor vibration and noise, carry less than one million dollars liability insurance, or negligently cast flyrock onto property not owned or leased by the explosives user

Establish civil penalties of up to two thousand dollars for first offenses and up to five thousand dollars for second or subsequent offenses, with the state fire marshal empowered to issue notices of violation
