• Authorizes certain Missouri cities to impose a sales tax of up to one-half of one percent solely for public safety purposes, including equipment, employee salaries and benefits, and facilities for police, fire, and emergency medical services.

• Eligible cities include third and fourth classification cities meeting specific population requirements, including any third class city with 4,000-4,500 inhabitants located in a first class county with 200,000-260,000 inhabitants.

• Tax must be approved by voters through a ballot proposal at a county or state general, primary, or special election before becoming effective.

• Creates a "City Public Safety Sales Tax Trust Fund" in the state treasury to hold collected taxes, with one percent retained for collection costs and remaining funds distributed monthly to the imposing city.
