Establishes the "Uniform Military and Overseas Voters Act" (sections 115.900 to 115.938) to create standardized procedures for military and overseas voting in Missouri.

Defines "covered voters" as uniformed service members, overseas citizens, and their spouses/dependents, and permits them to register and vote without notarization requirements.

Requires the secretary of state to establish an electronic transmission system allowing covered voters to apply for voter registration, military-overseas ballots, and track ballot status.

Mandates election authorities transmit ballots to covered voters within 45 days before elections using facsimile, electronic mail, or internet delivery at the voter's request.

Allows covered voters to use federal postcard applications, federal write-in absentee ballots, or state applications to register and vote; ballots are valid if submitted by 12:01 a.m. election day.
