Repeals and replaces section 643.225 RSMo relating to asbestos abatement certification and training requirements in Missouri

Requires certification by the director for individuals engaged in asbestos abatement projects, inspections, management planning, project design, and air sampling, with applicants needing state or EPA-accredited training and passage of a Missouri state asbestos examination

Establishes application fees of $75 per category (except asbestos abatement workers at $25) and $25 per state examination, with $5 fee for certificate renewal

Creates an exemption for entities subject to EPA and OSHA regulations that perform asbestos abatement as part of normal operations solely at their own facilities, requiring $250 one-time exemption fee and submission of employee training documentation

Exempts entities that previously received approval before August 28, 2012 from the $250 exemption fee, though they must still submit curriculum changes to the director
