Authorizes county commissioners, municipal corporations, public water supply districts, sanitary districts, sewer districts, and soil and water districts to enter multiyear asset management contracts for engineering, repair, water quality management, and maintenance of existing water storage tanks through direct negotiation or requests for proposals/qualifications.

Exempts political subdivisions from paying prevailing wages for maintenance work performed under these asset management contracts.

Limits annual payments under such contracts to the excess of the political subdivision's water utility charges minus operating expenses and debt service obligations, including reserves and coverage requirements.

Requires work to be performed under supervision of a professional engineer licensed under Missouri law who certifies compliance with applicable codes and engineering standards.

Mandates that compliance work identified at contract commencement be itemized separately and paid over a minimum three-year period, after operating expenses and debt service are paid.
