Repeals and voids Missouri's 1983 Senate Concurrent Resolution No. 3, which had called for a constitutional convention limited to proposing a balanced federal budget amendment

States that Missouri's previous call for a constitutional convention should not be aggregated with calls from other states for general or limited conventions

Cites constitutional scholars including former Supreme Court Justices Warren E. Burger and Arthur J. Goldberg as warning that a constitutional convention, regardless of stated limitations, could propose sweeping changes to the Constitution

Urges all other states that have applied for general or limited constitutional conventions to repeal and rescind their applications

Directs the Missouri Senate Secretary to transmit copies of this resolution to federal and state officials, including all 50 state legislatures and Missouri's Congressional delegation
