Establishes the Joint Interim Committee on Transportation Needs to conduct a comprehensive analysis of Missouri's transportation infrastructure needs and recommend improvements to funding efficiency.

Committee composed of 14 members: four majority and three minority party members from the Senate, and four majority and three minority party members from the House, appointed by respective leadership.

Missouri Department of Transportation's statewide construction program funding has decreased from approximately $1.2 billion to about $600 million, forcing the department into maintenance mode for existing highways and bridges.

Committee authorized to hold hearings, solicit information, and receive support from House Research, Senate Research, and Legislative Research staffs; expenses paid from the Joint Contingency Fund.

Committee must report findings and recommendations to the Missouri General Assembly by January 1, 2013, with authority terminating on December 31, 2012.
