Submits to Missouri voters a constitutional amendment to reduce the House of Representatives from 163 members to 101 members beginning with the 102nd General Assembly.

Maintains the current reapportionment process where congressional district committees of the two parties casting the highest vote for governor nominate two members each from their party as commissioners.

Requires the appointed reapportionment commission to divide the state population by 163 currently, or by 101 beginning with the 102nd General Assembly, to establish districts with equal population.

Establishes a six-month deadline for the commission to file a final apportionment plan with the secretary of state, requiring approval by at least seven-tenths of commission members.

Provides that if the commission fails to meet the six-month deadline, six appellate court judges appointed by the state supreme court shall complete the apportionment within 90 days.
