Amends Article III, Section 39(b) of the Missouri Constitution to repeal and replace existing lottery provisions, submitted to voters at the November 2012 general election.

Establishes a five-member State Lottery Commission appointed by the governor with senate approval, with members serving three-year terms and representing a broad geographic spectrum with no more than one member per federal congressional district.

Requires the State Lottery Commission to develop and begin selling a "Veterans Lottery Ticket" no later than July 1, 2013, with net proceeds deposited in the veterans' commission capital improvements trust fund.

Maintains that a minimum of 45 percent of lottery ticket sales revenue must be awarded as prizes, with remaining net proceeds transferred to the Lottery Proceeds Fund for public elementary, secondary, and higher education funding.

Exempts lottery revenues from counting as "total state revenues" and lottery expenditures from counting as "expenses of state government" under Article X of the Missouri Constitution.
