Submits a constitutional amendment to Missouri voters for the 2012 general election that would merge the City of St. Louis into St. Louis County as a city within the county.

Repeals existing constitutional sections 30(a), 30(b), 31, 32(a), 32(b), 32(c), and 33 of Article VI that currently allow for voluntary consolidation processes between the city and county.

Eliminates the board of freeholders process that previously permitted city and county residents to vote separately on consolidation or other governance plans for the two jurisdictions.

Removes provisions governing St. Louis's unique dual status as both a city and county, including charter amendment procedures and protections for county officers and employees.
