Submits to Missouri voters a constitutional amendment repealing and replacing section 30(a) of article VI regarding St. Louis city-county consolidation powers.

Establishes a board of freeholders consisting of 19 members: 9 electors from St. Louis City, 9 from St. Louis County, and 1 from another Missouri county to prepare consolidation plans.

Requires the board of freeholders to hold regular monthly meetings beginning January 1, 2014, and ending December 31, 2017.

Requires city and county officials to appoint board members with approval from their respective legislative bodies and in accordance with equal protection principles, with no more than 5 members per jurisdiction affiliated with the same political party.

Grants St. Louis City and County voters power to change any provision of this section through separate voter approval in each jurisdiction, with certified proposals recorded with the secretary of state and local recorders of deeds.
