Repeals Section 29 of Article IV of the Missouri Constitution and replaces the Highways and Transportation Commission with a single Director of Transportation appointed by the governor with senate confirmation.

Removes the constitutional requirements specifying the number, qualifications, compensation, and terms of commission members, and eliminates the prohibition on more than one-half of members being from the same political party.

Maintains that employee selection and removal shall be without regard to political affiliation.

Preserves the department's authority over the state highway system, aviation, railroads, mass transportation, ports, waterborne commerce, and the ability to limit access to state highways and transportation facilities where public interest and safety require.

Provides that current Highways and Transportation Commission members continue serving until a director is appointed and confirmed by the senate; updates all constitutional and statutory references to reflect the new director and department structure.
