Submits proposed constitutional amendment to Missouri voters at the November 2012 general election or special election called by governor to add Section 35 to Article I of Missouri Constitution.

Prohibits laws or rules from compelling any person, employer, or health care provider to participate in any health care system, either directly or indirectly.

Allows persons and employers to pay directly for lawful health care services without penalties or fines, and permits health care providers to accept direct payment without penalties or fines.

Protects the purchase or sale of health insurance in private health care systems from prohibition by law or rule, subject to reasonable and necessary regulations that do not substantially limit a person's options.

Exempts from the amendment: decisions about which services providers must offer, laws regulating permitted health care services, workers' compensation benefits, laws or regulations in effect as of January 1, 2012, and health care system terms that do not penalize direct payment arrangements.
