Repeals sections 25(a) and 25(d) of article V of the Missouri Constitution and replaces them with a new appointment process for judicial vacancies.

Changes judge appointments for Missouri Supreme Court, Court of Appeals, and circuit/associate circuit judges in St. Louis, Jackson County, and other judicial circuits that elect this method from a three-person nomination system to direct gubernatorial appointment.

Requires Senate approval for all judicial appointments, with voting to occur within 60 calendar days if the appointment is made more than 60 days before the regular session ends, or at the September legislative session otherwise.

Eliminates the nonpartisan judicial commission's role in nominating three candidates and instead removes the requirement for the governor to appoint from a limited list of commission nominees.

Makes appointees powerless to act until receiving Senate advice and consent.
