Submits to Missouri voters a constitutional amendment repealing and replacing Section 20 of Article III to restructure legislative sessions

First legislative session convenes on the first Wednesday after the first Monday in January following each general election and shall be used exclusively for enacting appropriation laws (with exceptions for emergency health, welfare, and safety legislation)

General assembly enacts appropriation laws to remain in effect for two fiscal years instead of annually

Second legislative session reconvenes on the first Wednesday after the first Monday of January following adjournment at midnight on May 30th and shall be used exclusively for enacting general laws, with supplemental appropriations permitted if necessary and prudent

Maintains existing quorum requirements, open session rules, and restrictions on adjournment without consent of the other house
