Repeals and replaces Section 8 of Article IX of the Missouri Constitution, which currently prohibits public appropriations to religious institutions and sectarian purposes.

Allows the enactment of legislation providing education programs, funding, or other support to benefit children attending any public or nonpublic Missouri elementary or secondary school, provided such legislation complies with the First Amendment to the United States Constitution.

Removes the blanket constitutional ban on grants or donations of public property or real estate to religious creeds, churches, or sectarian purposes.

Submits the amendment to Missouri voters at the November 2012 general election (or a special election called by the governor) under the ballot title: "Shall the Constitution of the State of Missouri be amended to allow the enactment of legislation pertaining to education programs for children attending Missouri public or nonpublic elementary or secondary schools while ensuring and safeguarding separation of Church and State as required by the First Amendment of the U.S. Constitution?"
