Appropriates $20,002 from the General Revenue Fund to the Board of Fund Commissioners for annual fees, arbitrage rebate, refunding, defeasance, and related expenses for the fiscal year beginning July 1, 2013 and ending June 30, 2014.

Transfers $24,215,650 from the General Revenue Fund to the Fourth State Building Bond and Interest Fund for currently outstanding general obligations.

Appropriates $13,399,975 from the Fourth State Building Bond and Interest Fund to the Board of Fund Commissioners for payment of interest and sinking fund requirements on fourth state building bonds.

Transfers $39,677,320 total ($37,630,572 from General Revenue Fund and $2,046,748 from Water and Wastewater Loan Revolving Fund) to the Water Pollution Control Bond and Interest Fund for currently outstanding general obligations; appropriates $50,557,457 from that fund for interest and sinking fund payments on water pollution control bonds.

Transfers $6,229,750 from the General Revenue Fund to the Stormwater Control Bond and Interest Fund for currently outstanding general obligations; appropriates $6,167,350 from that fund for interest and sinking fund payments on stormwater control bonds.
