HB 10 Summary

• Appropriates approximately $1.61 billion to the Department of Mental Health for fiscal year 2014 (July 1, 2013 - June 30, 2014), funded through General Revenue, Federal Funds, and other designated funds.

• Appropriates approximately $1.11 billion to the Department of Health and Senior Services for operations including public health programs, senior and disability services, community health initiatives, and regulatory functions.

• Provides funding for mental health treatment, alcohol and drug abuse services, developmental disabilities support, psychiatric facilities, and community-based mental health programs with maintenance of FY 2013 service levels where specified.

• Designates funds for specific health initiatives including Medicaid home and community-based services, supplemental nutrition programs, core public health functions, and quality improvements in nursing facilities.

• Restricts appropriations from covering expenses of constitutional officers (Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer, and Attorney General).
