Secondhand dealers must obtain and enter specific seller information into the Law Enforcement Agency Data System (LEADS) or successor database when purchasing cellular phones or electronic communication devices, including device description with serial number, date/time/place of purchase, seller's legal name and identification details, amount paid, and employee name handling the transaction.

Secondhand dealers must obtain a photograph of the seller showing a discernable likeness, the seller's contact phone numbers, and the seller's right thumbprint (or left thumbprint with explanation if right is unavailable).

No purchases may be made from persons not of legal age.

Law enforcement officials may place a 60-day hold notice on suspected stolen cellular phones or electronic communication devices; the hold automatically releases after 60 days unless the police chief authorizes extended disposition.

Secondhand dealers must allow law enforcement officers or police-designated officials to examine premises and records at any time to ensure compliance and search for stolen property; violations result in fines of $1 to $500 and/or imprisonment for up to 90 days.
