HB 1008 Summary

• Requires human sexuality and sexually transmitted disease instruction to be medically accurate, based on peer-reviewed projects demonstrating influence on healthy behavior, and age-appropriate.

• Mandates instruction present abstinence as the preferred choice and only sure way to avoid pregnancy or sexually transmitted infection, and provide information on contraceptive health benefits and side effects.

• Adds new instructional requirements including human papillomavirus vaccine information, critical thinking and decision-making skills, dangers of sexual predators and online safety, and consequences of inappropriate text messaging.

• Requires school districts to notify parents of human sexuality instruction content and provide parents the right to remove students from instruction, and make all curriculum materials and presenter names/affiliations available for public inspection.

• Prohibits school districts from providing abortion services or allowing abortion service providers to offer sexuality or sexually transmitted disease instruction to students.
