Repeals and reenacts section 67.1401, RSMo, regarding the Community Improvement District Act.

Defines "qualified voters" for real property tax elections as registered voters, or property owners if no registered voters reside in the district, based on tax records as of the thirtieth day prior to the election.

Defines "qualified voters" for business license tax or sales tax elections as registered voters, or property owners if no registered voters reside in the district, based on tax records as of the thirtieth day before the election.

Defines "qualified voters" for board director elections as registered voters, or property owners whose property is not tax-exempt if no registered voters reside in the district, based on tax records as of the thirtieth day prior to the election.

Establishes that "per capita" voting counts one head count per individual or entity owning property in the district, regardless of how many parcels they own.
