MO HB1012

Establishes eligibility criteria for MO HealthNet coverage requiring Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women applicants, effective January 1, 2014.

Requires the Family Support Division to conduct annual reviews of all MO HealthNet participants' eligibility and mandates applicants provide all required information and documentation for eligibility determination.

Expands MO HealthNet coverage to include families, transitional cases, pregnant women, children under age 19, CHIP-eligible children, and uninsured women with income standards ranging from 100% to 185% of federal poverty level depending on eligibility category.

Creates an alternative minimum benefits package for adults ages 19-64 earning at or below 100% of federal poverty level who are not otherwise eligible for MO HealthNet, with full coverage available only to those classified as "medically frail."

Requires the Department of Social Services to establish screening procedures with the Department of Mental Health and Department of Health and Senior Services to identify medically frail individuals and to submit necessary state plan amendments and waivers to federal authorities.
