Changes possession of child pornography from a class C felony to a class D felony if the person possesses only one still image of child pornography or one obscene still image.

Establishes possession of child pornography as a class B felony if the person possesses more than twenty still images, more than twenty obscene still images, one motion picture/videotape of child pornography, or one motion picture/videotape of obscene material.

Makes possession of child pornography a class B felony if the person has previously pleaded guilty to or been found guilty of an offense under this section.

Provides that a person committing the offense of possession of child pornography is subject to separate punishments for each item of child pornography or obscene material possessed.

Declares the act an emergency measure effective upon passage and approval to protect children.
