Repeals the restriction preventing state employees from running as candidates for partisan or nonpartisan public offices that conflict with their duties.

Adds explicit protection allowing state employees to voluntarily engage in political activities during non-working hours, including weekends, evenings, leave time, vacation time, and state or federal holidays.

Removes the prohibition on state employees running for nomination or election to partisan political office, while retaining the requirement to resign or obtain leave of absence if there is a conflict with employment duties.

Eliminates subsection 5 of section 36.150 that previously prohibited candidacy for public office unless the employee resigned or obtained leave of absence.

Deletes subsection 3 of section 36.155 that previously prohibited running for nomination or election to partisan political office.
