Establishes a "Rebuild Damaged Infrastructure Program" and creates the "Rebuild Damaged Infrastructure Fund" to provide funding for reconstruction and repair of infrastructure damaged by presidentially declared natural disasters, with $10 million transferred from the insurance dedicated fund and $4 million from the health and educational facilities authority on July 1, 2013.

Modifies neighborhood improvement district procedures by requiring recorded documents with property owners and district information to be filed with the recorder of deeds prior to any assessment or lien being imposed after August 28, 2013.

Allows certain hospitals organized under municipal charter that have not received city appropriations for 20 years and are licensed for 200+ beds to sell, lease, or transfer property only after voter approval through a ballot measure.

Makes various property tax assessment and levy changes, including clarifications on motor vehicle valuations, tax rate calculations, and amendments to allow county collectors to accept credit card payments for taxes.

Declares the infrastructure funding and hospital provisions to be emergency measures effective upon passage and approval.
