Requires contractors and subcontractors (other than those working for the Missouri State Highways and Transportation Commission) to participate in annual wage surveys by submitting hours worked and wage rates paid to workers by occupational title, effective January 1, 2015.

Separates prevailing wage determination into two tracks: heavy and highway construction work determined by the department annually by July 1st, and other construction work determined by occupational title in each locality.

For third and fourth class counties, prevailing wage rates are determined by comparing total non-union versus union hours worked, with the rate from whichever category has more hours becoming the prevailing wage.

For other counties, prevailing wage rates are determined by the most commonly paid wage rate measured by hours worked at each rate, or if no work was performed in that occupational title locally, by looking at adjacent counties.

Requires public bodies to notify the department before beginning public works projects, specifying the scope of work, types of craftsmen needed, and work commencement date, and requires compliance with all training, licensing, and professional certification requirements.
